El conflicto de las papeleras sobre el río Uruguay y las inversiones extranjeras: Una visión desde la teoría de las relaciones internacionales

Abstract

En el conflicto por las papeleras, como cuestión de fondo estuvo la problemática de cómo se trata la inversión extranjera hacia un país del MERCOSUR. El objetivo es analizar el Conflicto de las papeleras a la luz de la teoría de las Relaciones Internacionales y responder a los siguientes interrogantes: ¿Cuál fue el rol de los principales actores en el conflicto? ¿Cuáles es el impacto de la conducta de los principales actores en el sistema? ¿Cuáles fueron las debilidades del MERCOSUR frente a la controversia? ¿Cuáles son sus perspectivas? A lo largo del análisis tendremos presente la crítica señalada por Sklair a Burton. Al responder estos interrogantes llegaremos a las conclusiones.In the confl ict over the Pulp Mills on the River Uruguay and as a substantive issue was the question of how to deal foreign investment protection within a country that belongs to MERCOSUR. The aim of this paper is to analyze the confl ict in the Pulp Mills in the light of the theory of international relations and we will try to answer the following questions: What was the role of the main actors in the confl ict? What is the impact of the behavior of the major players in the system? What were the weaknesses of MERCOSUR before the controversy? What are its prospects? All throughout this analysis we will follow Sklair´s and Burton criticism. By answering these questions we will come to the conclusions.
