This article explores, from a Multi-Level Perspective, the working conditions and productive characteristics of recycling cooperatives, as well as the role of the State in the context of the sustainable transition toward socially inclusive urban solid waste management. To this end, the research combines the analysis of secondary data with surveys of cooperatives belonging to the Córdoba Recycling and Cardboard Cluster. The results show that these cooperatives can act as niches, providing employment alternatives to labor precariousness and leading to environmental and social improvements. However, their sustainability is limited by macroeconomic factors and asymmetries with actors in the established regime. In this context, the active participation of the State emerges as a key condition for incubating these niches to strengthen cooperatives through public policies, technical assistance, and resources that allow them to consolidate themselves as agents of change for more inclusive and sustainable waste management.
