After more than a decade of blockades in multilateral trade negotiations, both at the Bali Ministerial Conference in 2013 and at the Nairobi Ministerial Conference in 2015, WTO members succeeded in unlocking multilateral agreements. The article proposes to inquire about the factors that explain this change in the negotiation dynamics. We try to glimpse whether it has been a structural change or a conjunctural result. For this, we apply process tracing case study methodology, analyzing the incidence of international context's variables and of variables that are internal to the dynamics of the negotiations.
