This article seeks to analyze Argentina’s foreign policy during the administration of Agustín P. Justo (1932–1938), in relation to the career of his Minister of Foreign Affairs, Carlos Saavedra Lamas. This connection is relevant insofar as the prominence acquired by Argentine diplomacy during this period was, to a large extent, a consequence of the figure of the foreign minister. The study adopts an approach that understands foreign policy as public policy, which allows for the analysis of both the individual trajectories of foreign policy “makers” and the institutional and political processes that condition, foster, or constrain policy (Míguez, 2020). The sources employed include the Memorias of the Ministry of Foreign Affairs and archival documents from the Historical Museum of the Faculty of Law at the University of Buenos Aires.
