In this paper we discuss about the role of the State and the small and medium enterprises (SMEs) in the generation of a dynamic, endogenous, and decentralized development. The purpose is to examine the involvement of the State in promoting the reinforcement of the SMEs by studying the State structure and the main public policies of the national State which belongs to those enterprises between 2002 and 2008. Regarding that objective, first we point out some theoretical aspects and then we move forward with a methodological proposal, to study and evaluate it. After that we present some results of the research that we have been doing with the CAI+D project “Regional development and SMEs. Multiscalar studies of the policies/ programs to manufacture SMEs in Santa Fe Province (1990-2008)”.
