In the context of consolidation of the social accumulation regime (RSA) based on financial valuation, in the 1980s and 1990s, the role of public organizations linked to science and technology was reconsidered. Given this panorama, the National Institute of Agricultural Technology (INTA) modified its institutional policy with the aim of responding to the demands that the new context presented. In this sense, this work investigates the process of institutional change that INTA went through during the 1980s and 1990s, identifying the elements that integrated its institutional policy in that period. To meet the stated objectives, this work is based on a qualitative methodology, focused on the survey and systematization of primary and secondary sources, including the analysis of official documents, laws and decrees and in-depth interviews with key actors in the analyzed process.
