Élites estatales y gestión social en la Argentina de Cambiemos

Abstract

El artículo analiza la renovación de las élites estatales del Ministerio de Desarrollo Social argentino durante el gobierno de Cambiemos (2015-2019). A partir de la reconstrucción de lo que llamamos micropolítica ministerial, caracterizamos los perfiles de estas élites, el modo en que cada grupo de funcionarios se vinculó con las estructuras estatales y con los desafíos de gobernabilidad social que atravesaron al periodo. En función de esta caracterización, argumentamos sobre la necesidad de estudiar no sólo los perfiles y trayectorias de las élites estatales sino su actuación situada en agencias estatales y coyunturas históricas.This article analyzes the renewal of the Argentine Ministry of Social Development’s state elites during the Cambiemos government (2015-2019). Based on the reconstruction of what is named as “ministerial micropolitics”, the profiles of these elites are characterized, the way in which each group of officials was linked with the state structures and with the challenges of social governance that went through the period. Based on this characterization, it is argued about the need to study not only the profiles and trajectories of state elites, but also their performance located in state agencies and historical situations.
