It analyzes the creation of the Regional and Urban Planning Commission of the Latin American Council of Social Sciences, its attempts to build a Latin American perspective on urban and regional research and its access to external financing. In a context marked by previous external financing experiences, the proliferation of dependency theories and a concern about Latin American peripheral condition, this paper analyzes relationally the reflections produced by Latin Americans and North Americans on external financing
