The activity of small-scale fishing in the Province of Entre Ríos (Argentine) is a main source of living for around 2000 families who use the river as their main material good for subsistence. The families are located from north to south, and from east to west, on the banks of the Paraná and Uruguay rivers, and, to a lesser extent, on the Gualeguay river and internal affluents. This paper covers a study of national and provincial public policies aimed at the small-scale fishing sector in the period 2004-2015 within the frame work of the institutionalization of family farming at the national level and the integration of artisanal fishing families into this universe. Ital so deals with the period 2015-2019, moment in which this institutionalization is rolled back. Methodologically, public documents and regulations are consulted, and semi-structured interviews with public officials and local fishermen are carried out. A view of State is prioritized from within.
