In this paper we investigate regional differences in the opportunities for innovation in Argentina and which are the regional characteristics that explain these differences. We apply a multilevel model to assess regional sources of opportunities to innovate, controlling by firm-level variables, using regionalized data from the National Survey of Innovation 2004. The results show that although the effectiveness of innovation expenditures is higher in the central regions of the country, the effect of disparities across regions is significantly reduced if we control by the heterogeneity in the individual behavior of firms. The small regional differences in opportunities for innovation are primarily associated with differences in external demand faced by the regions. In the article we discuss possible reasons of our results and policy implications.
