The time of definition in housing construction policies is of key importance because that is when the beneficiaries of the policies are determined. The definition involves a complex process of ongoing exchange between the protagonists of these public policies: people applying for public housing, social workers in the field and civil servants. While social workers in the trenches deploy the full weight of their expert knowledge, applicants will throw their body weight –both by moving around and by staying put– and they will build a story based on some cliché of misfortune, in an attempt to achieve an advantageous position in the adjudication lists. This article is the product of field work performed in 2011 and 2012 in a municipality of the Metropolitan Area of Buenos Aires, Argentina.
