The article affirms that violence against women is a manifestation of unequal power relations and has to be considered as such. On this basis it presents the international monitoring processes, particularly the monitoring of the States in order to guarantee the fulfillment of the Inter-American Convention on the Prevention, Punishment and Eradication of Violence Against Women “Convention of Belem do Para”; in an attempt to define a system of progress indicators. This system provides interesting empirical elements that allow us to advance in the identification of inequality structures that reproduce the many manifestations of gender violence and to assess public policy in Argentine. Finally, we present the System of Indicators on Social Marginalization (SAMISEN), developed within the framework of the PIUBAMAS Program of the UBA.
