The present work shows an analysis concerning the police question. The interest in this question is related to the existence of a recurring public appeal to a major police presence as well as police efficiency and its translation in the launch of a series of state programs that multiplied the presence of different security forces in the territory. In other words, we refer to an expansion of the punitive pressure of the State. For it, our aim implied assembling and exploring a corpus of documents relative to the government of the Police and by the police, among which, we deal with a set of strategic plans, projects of police reform and / or generation of new agencies and programs of intervention produced in the last decade. In order to analyze this documentary corpus we produce a delimitation of a field of adversity between two discursivities, on one hand the so called ´ Zero Tolerance ´ and, for the other hand, one which we have named as ´Punitive Progressism´. Finally, the presentation investigates respect of the relation of these discourses of ´Punitive Progressism´ with the emergency of the Department of Security in the year 2010.
