This paper will analyze the way in which -in the jurisdiction of San Salvador de Jujuy -the need for labor slowly contributed to restrict the coercive power of the encomenderos and the permanence of personal service as a tributary relationship. The competition for access to indigenous labor can be analyzed through many different conflicts, over the organization, compliance and distribution of the mita de plaza, in the different ways of pressure against the encomenderos and in the search for alternative mechanisms to find workers. In this process not only the Cabildo, encomenderos, caciques and communities, but also neighbors without encomiendas, miners, and foreign Indians would have been involved. Within this general view, there exist some regional differences.
