Beginning with the entrance into force in Argentina of the 2014 Protocol to the ILO Forced Labour Convention no. 29, this document seeks to develop a general diagnosis on the state of eradication of forced labour in the country, and to identify both the progress made and the challenges that must still be faced. Some suggestions are also made to enhance the State’s capacity to respond to this issue, particularly through coordination with employers’ and workers’ organizations. To this end, the latest available data on forced labour at national and global levels is presented, and a conceptual and normative discussion is offered in order to identify a situation of forced labour and differentiate it from other violations of workers’ rights. Additionally, a map is drawn up with the main State institutions and organisms that are invested with relevant mandates in prevention, detection, and punishment of this issue, as well in providing access to justice and assistance to victims. Finally, the document describes the main tools to be used against forced labour by the Argentine state, both at the federal level and in coordination with subnational entities. Among other aspects, the reporting channels, victim assistance and restitution of rights protocols, and actions promoting awareness of forced labour, are examined.
