The 19th century was key in formative processes and consolidation of the regional bourgeoisie in Latin America. These facts coincided with the progressive inclusion of liberalism and the organization of the national states. In 1880, the Argentine President Julio Roca inaugurated a period of political tranquility as federal strives were over. This fact widely favoured the pampean elite. This situation led to the need for the Federal Government to implement alternative policies of economic development in order to integrate the rest of the regional elites on the national market. This was precisely what happened in northestern Argentina where the Tucumán elite with support from the Federal Government promoted the restructuring of the sugar production in an agroindustrial complex designed to meet the demands of the internal market and thus transforming into the axis of the economic elite growth of the region.
