Planificación en Argentina a principios del siglo xxi

Abstract

A principios del siglo xxi, el Estado argentino reinició una etapa de planificación del territorio y de sus actividades económico estratégicas, como un proceso político-técnico que se plasmó, no solamente a partir de la modificación del organigrama institucional y de la creación de empresas del Estado, sino también recuperando el diseño de planes estratégicos. Entendiendo la planificación como un proceso técnico vinculado al cumplimiento de objetivos políticos, se analizan los planes estratégicos nacionales elaborados entre 2003 y 2015 y los planteos incluidos para su concreción, tanto en materia de gestión, como en la definición de proyectos concretos para los territorios.At the beginning of the twenty-first century, the Argentine State restarted a stage of territorial planning and its strategic economic activities as a political-technical process that took shape, not only from the modification of the institutional organization chart and the creation of state enterprises, but also recovering the design of strategic plans. Understanding planning as a technical process linked to the fulfillment of political objectives, this article analyzes the national strategic plans elaborated since 2003 and the proposals included for their concretion, both in terms of management and in the definition of concrete projects for the territories.
