The article aims to analyze the practices, laws, and state regulations, both Peruvian and Argentinean, as well as their bilateral agreements in the 1930s related to the control of the movement of non-nationals and their potential expulsion when categorized as “undesirables”. To achieve this objective, a qualitative methodology is proposed, using secondary sources from both Peru and Argentina, to identify the particularities of the case. One of the main conclusions is that these measures and transformations within Peru and Argentina can be understood as part of a process of securitization, which is articulated locally, bilaterally, and regionally. Thus, criteria of dangerousness are established, the intervention of police forces is intensified through techniques of identification and registration, as well as practices of both collective and individual detention and expulsion, and communications between states are expanded to detect “dangerous travelers.”
