The purpose of this paper is to reflect on the challenges faced by the manufacturing sector in Argentina, taking into account the limitations faced in the post-convertibility period (2003-2019). In an international context that is strongly different from the one in force during the pre-eminence of the state-led industrialization model (1930-1976), the paper aims to highlight the need to resolve pending structural issues and to adopt, at the same time, specific policies in order to address the manufacturing industry challenges. The article assumes that this task cannot be carried out without a development plan, since it is a structural transformation process that, although its technical component, far exceeds it. It is a dispute of a political nature that involves redefining the relations between classes and fractions within the national space, and a new mode of insertion in the global economy.
