Policía y justicia penal: una encuesta sobre confianza en las instituciones del sistema penal

Abstract

El trabajo propone indagar en la confianza que la ciudadanía posee sobre las agencias del sistema penal y las percepciones sobre el problema de la (in)seguridad en la Provincia de Buenos Aires. Por lo tanto, busca contribuir a un cuerpo de literatura que, aunque con amplia trayectoria en otros contextos, comienza a emerger a nivel local y regional. Se inscribe en los proyectos de investigación Reformas legales, justicia penal y encarcelamiento: implicancias prácticas, persistencias y adaptaciones (UNPaz A006.2021 Tipo A), y Reformas legales y justicia penal: agencias, adaptaciones y percepciones de la comunidad (UNPaz A06/2023 Tipo A), en los que el problema de investigación consistió en indagar en los niveles de confianza que la comunidad bonaerense (y específicamente la de José C. Paz y los municipios afines) tiene sobre la policía y la justicia penal provincial. En concreto, presenta los primeros resultados de los datos recolectados mediante el método de encuesta (n= 619), vinculados con las percepciones que las personas encuestadas poseen sobre la agencia policial, por un lado, y con la justicia penal, por el otro; y las variaciones en la confianza producidas a partir de los contactos concretos con dichas agencias. También incluimos una dimensión vinculada con las percepciones sobre el delito y la seguridad.In this work we investigates the citizenry's trust in criminal justice system agencies and fear of crime in the Province of Buenos Aires. Therefore, we contribute to an emerging body of literature both regional and local. It is part of the research projects Legal reforms, criminal justice and incarceration: practical implications, persistences and adaptations (UNPaz A006.2021 Type A), and Legal reforms and criminal justice: agencies, adaptations and perceptions of the community (UNPaz A06/2023 Type A), in which our research problem consisted of investigating the levels of trust that the Buenos Aires community (and specifically that of José C. Paz and the municipalities related) has on the police and the provincial criminal justice system. Specifically, in this article we present our first findings of the data collected through the survey method (n= 619), linked to the perceptions that the people surveyed have about the police agency, on the one hand, and with criminal justice, on the other; and the variations in trust produced from specific contacts with these agencies. We also include a dimension linked to perceptions about crime and safety.
