The Standard Minimum Rules for the Treatment of Prisoners were adopted by the First United Nations Congress on the Prevention of Crime and the Treatment of Offenders held in Geneva in 1955 and marked a fundamental milestone in national prison policies. This international instrument established basic criteria for the treatment of persons deprived of their liberty, promoting their integrity and respect for their rights. Prior to the United Nations Conference at which the rules were approved, a series of meetings were held, particularly the Latin American Seminar on the Prevention of Crime and the Treatment of Offenders and the Second Brazilian Penitentiary Meeting, both held in Brazil, as well as the Justicialist Penitentiary Congresses held in the Argentine Republic, at which the topics subsequently approved were discussed. It should be pointed out that there is a historiographic gap around these meetings. Therefore, the aim of this paper is to describe what happened in these meetings, detailing the main topics of interest and highlighting the role of two emblematic figures who promoted most of the reforms proposed in the rules. We refer to the cases of Victorio Caneppa, in Brazil, and Roberto Pettinato, in Argentina.
