In recent decades, together the economic crises that plagued Latin America and the weak and dependent international insertion, based in the external indebtness, were occurred changes in the currents of thought in academia and the political sphere. As for the first emerged new ideas and theories of international relations in the region, stimulated by the ongoing integration processes, for the most part critical of neoliberal interpretations that had contributed to deepening crisis. Simultaneously came to power in the region, several governments eager to breaking with those experiences, and implement other economic and social policies. In this way converge with the development of new ideas whose main paradigms are exposed in this work.
