In a historical context characterized by the acceptance of the fi nite nature of energy and natural resources the analysis of “hydropower” has become a prolific arena for discussing the imbalance and inequalities in the use of natural resources. This paper is a case study of a hydroelectric project explored from an interdisciplinary perspective that looks at the relationship between development discourses, public policies and territorial practices in the general context of the implementation of economic measures during the second half of twentieth-century Latin America. It is intended to show how discourses that legitimize territorial practices about the use of natural resources are constructed and the confl icts derived from the unequal access to them.
