Starting from the reduction of the scale of analysis as a methodological option, the article aims to reconstruct the formation process of one of the main human rights organizations in Bahía Blanca in the eighties, the delegation of the Permanent Assembly for Human Rights . The process of growth and legitimization of the organization and the challenges that the transition context posed for humanitarian militancy are analyzed. It is argued that in the first years of the new constitutional government and until the so-called Law of Due Obedience, the APDH of Bahía Blanca became the local reference organization for the claim for truth and justice. However, it is worth noting that this process of growth and legitimization was characterized by the persistence of tensions and difficulties in terms of relations with local authorities and with different sectors of society.
