When there is a violation of the rights of infants, they may begin to reside in cohabiting homes or with foster families, where there will be adults who will exercise a temporary parental role or collective parenting will occur. It was the work of Spitz, Bowlby and Winnicott that demonstrated the effect of deprivation in infants. In addition to the fact that it is a stage of rapid neuronal development, the impact of hypostimulation on brain development must be considered. Therefore, since 2012, infants who are institutionalized in CABA homes have been evaluated and assisted. The objective was to study the cognitive development of infants residing in residential homes in CABA. The EEDP and EAIS scales were applied to 31 infants between 2 months and 3 years of age, in the company of their caregiver. It is observed that 64.51% show normal results, 12.90% show risk and 22.58% show delay. Conclusions: Children without parental care may present a less favorable cognitive development; the focus should be placed on early childhood, since these beginnings will be decisive for the following evolutionary stages of this small human being.
