This article argues that the discourse which identifies indigenous people in terms of “Otherness” could be taken as a constant with variations in contemporary Latin American history. In this context, highlights the Bolivian case due to the magnitude and particularity in which persists the segregation and stigmatization of indigenous societies. In that sense, we recognize their exclusion during the process of independence and consolidation of the Bolivian nation-State; but also, with mitigating circumstances, during the nationalist experience of 1952 and the neoliberal project of the 1990s.
