The article analyzes the actors related to public works in the period of the last military dictatorship. The main focus is on the cast of public officials, their career paths and professional profiles, but the article also analyzes the dynamics and links between officials, businessmen and professional groups; focusing on the continuities and ruptures between the four administrations of the Process. As it is sustained throughout the work, the public officers profiles, the guidelines of the administrations and the links with other actors presented relevant differences in each period. These differences account for reorientations at each stage of the Process, and the changing uses that the public work had at each juncture.
