The history of the university in Argentina has been marked by different stages regarding who can access it. While in its origins elitism and restriction prevailed, throughout the twentieth century and so far in the twenty-first century, the social groups that were able to access higher education have expanded and diversified. This paper focuses on the policies that have facilitated this greater access, focusing specifically on the national scholarship policies implemented since the return to democracy. These scholarships have been a key tool to promote the entry, continuity and graduation of people from social sectors that traditionally did not consider higher education within their possibilities. Through the compilation of secondary sources, both normative and statistical, a mapping of the strategies of the National State regarding the granting of scholarships, with the aim of promoting equity and inclusion in higher education, is offered. Three periods are identified: the first, dedicated to the creation and development of scholarship programs; the second, marked by their expansion and diversification; and the third, characterized by adjustments, discontinuities and new strategies.
