The issue of care, on the one hand, and the popular economy, on the other, have acquired a growing role, both in the academic field and in public policy. This article seeks to make a contribution to the analysis of the relationships between popular economy, work, care and the State(s) from an integrated view of these phenomena. To do this, it investigates the collective strategies deployed by workers' organizations in the popular economy and the links they weave with institutions, actors and state programs. Based on a case study, collective work and care strategies are analyzed in the textile activities of the popular economy, its practices on the margins, their transformations in the context of a pandemic, and the current challenges.
