In 1958, the intransigent radical Celestino Gelsi reached the government of Tucumán. He maintained uptight relationships with the labor unit of teachers with majority, Agremiación Tucumana de Educadores Provinciales (ATEP). This article analyzes the actions and demands of this group with respect to the sanction of Ley de Educación de la Provincia (educational law of the province). Having revised the project’s comings and goings between 1958 and 1960, we asked ourselves about ATEP’s posicion regarding the two most disputed axis: the government’s democratization and laicism of the educational system. Through local press, debates in legislative chambers and meetings of the union’s executive comittee, we observed changes in the institutional organization of the educational government; the first big conflict between teachers and provincial government and the discussions and negotiations within chambers. We concluded that renewed measures taken by the teachers, in continuity with early claims and the previous participation of teaching members in the General Council of Education, attained to reconstitute this body according to the current legislation. It was also possible to give the local union a place of relevance in negotiations about educational regulations. The lost battle was, indeed, the re-implentation of catholic teaching.
