The article aims to describe and characterize the relationship between the scientific and political fields in Brazil during the years 1990 and 1991. During this period, Collor de Mello became president of Brazil and implemented a series of state reforms and policies of economic opening in line with the implementation of neoliberalism in the country. The proposed analysis shows the conflicts unleashed during this period between the Brazilian Society for the Progress of Science (SBPC) and the Secretary of Science and Technology of the Government of Collor, headed by the physicist and ex-president of the SBPC, José Goldemberg. In particular, work seeks on the reduction of the budget in the area of science and technology as the “Plan Collor I” runned, which attempted to be compensated with the assumption of credits from international organizations.
