During Lula da Silva's previous administrations (2003-2011), Brazilian foreign policy (PEB) had as one of its main characteristics the consolidation of South America as a constitutive element of Brazil's international identity and the attempt to transform the region as a geopolitical entity. The highest point of the "South Americanist" project was the creation of the Union of South American Nations (Unasur) in 2008. During Jair Bolsonaro's administration, however, a redefinition of the international narrative took place, including the "withdrawal" of South America as a key issue of the PEB. By using a constructivist methodology, mainly the interpretative method of discourse analysis, this paper analyzes the relationship between identity and foreign policy in Lula da Silva's third administration, demonstrating that with the new administration, South America has once again become a dominant representation in Brazilian governmental discourse.
