La “condición inglesa” y el problema de la inmigración en Argentina en la segunda mitad del siglo XIX

Abstract

En 1863 se discutió en el Congreso Nacional argentino un proyecto para formar una colonia galesa en la región patagónica del Chubut. Analizamos la relevancia que tuvo en ese debate la “condición inglesa” de los inmigrantes, en un marco de gran protagonismo del entonces ministro del interior Guillermo Rawson que apoyaba personalmente dicha empresa. La cuestión problemática para los legisladores -que no aprobaron el proyecto- se centraba en la conveniencia de recibir inmigrantes considerados “ingleses”, que pretendían asentarse en territorios cercanos a las islas Malvinas, ocupadas por Inglaterra desde 1833. Mediante un análisis que identifica y contrasta diversos tópicos que se exponen en documentos oficiales –la condición religiosa de los inmigrantes, su origen “inglés” o “británico”, su reconocimiento como argentinos y la preocupación por vincularlos al territorioexploramos cuestiones de atribuciones de identidad en posible tensión con la construcción identitaria de un grupo migrante que se instaló en un lugar alejado de los centros urbanos. En esas regiones, el Estado argentino aún intentaba asegurar su soberanía ante otras naciones y en disputa con grupos indígenas nativos.In 1863, a project to form a Welsh colony in the Patagonian region of Chubut was discussed in the Argentine National Congress. We analyze the relevance that the “English condition” of immigrants had in this debate, in a framework of great prominence of the then Minister of the Interior, Guillermo Rawson, who personally supported the company. The problematic issue for the legislators - who did not approve the project - focused on the convenience of receiving immigrants considered "English", who intended to settle in territories near the Malvinas Islands, occupied by England since 1833. Through an analysis that identifies and contrasts various topics that are exposed in official documents -the religious condition of immigrants, their “English” or “British” origin, their recognition as Argentines and the concern to link them to the territory- we explore questions of attributions of identity in possible tension with the identity construction of a migrant group that settled in a place far from urban centers. In those regions, the Argentine State was still trying to ensure its sovereignty before other nations and in dispute with native indigenous groups.
