In this paper we look at the relationship between coverage of national public policies for the Software and IT services sector from Argentina and the economic and innovative performance of the companies. The overall objective is to analyze the impact of State intervention in sector development. We consider the most relevant national policies that State implemented since 2004: Software Law, FONSOFT and FONTAR. We will mainly employ statistical analysis techniques, for which we have a representative sample of 188 firms and abundant information for a recent period. As a working hypothesis we propose that State intervention directly affects sector development since it operates as a framework of opportunities and resources to produce increases in indicators of economic and innovative performance of the companies that, in absense of policies, would not occur with equal magnitude or would be delayed in time.
