In Argentina there are just over four thousand popular neighborhoods that present different degrees of precariousness and overcrowding and that exhibit a high deficit in formal access to basic services and an irregular dominance situation in land tenure. Of the total number of popular neighborhoods surveyed nationwide, around one thousand locate within the service area of the AySA state company, which poses significant challenges for it but also for the authorities of the jurisdictions linked to the company's service area. In this scenario, in 2018 the National Law N° 27,453 of "Regime of Dominion Regulation for Socio-urban Integration" was enacted, which led the National State to identify the vulnerable population and advance with the planning and execution of basic works necessary to guarantee access to drinking water and sanitation in this type of territory, requiring AySA to review its criteria for incorporating the population into the service network. In this framework, the article investigates the main challenges of providing the service in the popular neighborhoods of the Metropolitan Area of Buenos Aires, to then give an account of experiences carried out in recent years at the national level in order to advance in the diagnosis of the problem and in the development of medium-term measures to reduce social inequities in relation to water and sewage services in urban areas.
