During the first half of the twentieth century, the construction of social policies transformed the conception and experience of welfare interventions. This article studies the impact of this process by analysing applications for social assistance from state organizations and the language in which these were couched. In order to investigate public discourse regarding demand, we conducted a qualitative content analysis of letters containing welfare requests. The research identifies different ways of appealing to the state, and the coexistence of old and new moral and political languages between the crisis of the 1930s and the emergence of Peronism.
