Caso: Gran La Plata

Abstract

The work is inserted in the framework of international recommendations and documents, such as: Agenda 2030 - UN (2015) - of the 17 Goals, 9 (resilient infrastructure), 11 (sustainable communities and 13 (climate action), Sendai Framework for Disaster Risk Reduction 2015-2030 (2015), Regional Action Plan for the implementation of the New Urban Agenda 2016-2036 for Latin America and the Caribbean (2016), UN World Report; SbN (2018). The objective is to present the methodology developed (multi-scalar and dimensional) and the proposed strategy (guidelines and desired model) for addressing territories at risk from urban flooding accentuated by the climate crisis in the case study. The conflicts surrounding floods are of a multi-causal nature. This alerts us to the need to modify the rationality of flood management. One of them is related to flooding events due to extraordinary rainfall in the LPG and their catastrophic consequences at regional level, which have been innumerable over the last hundred years. But in the last decade they have worsened, reaching the situation of 2 and 3 April 2013 with an extraordinary rainfall of 400 millimetres, raining 313mm in 6 hours, when the ordinary for the month of April is 111mm, leaving a catastrophic result where 89 officially recognised deaths were recorded. Anthropic action in the face of natural events that ignore the water system generally leads to a tragedy such as the one that occurred. In this framework, urbanisation in the LPG has spread and intensified in its different growth axes; the area of intensive cultivation under cover and the decapitation of soils as well. Land use does not take into account flood plains and water drainage systems associated with retention and infiltration strategies. This increasingly increases the impermeability of the absorbing surface and, therefore, the environmental, social and physical vulnerability to the phenomenon. The central hypothesis arises from the understanding that the LPG from climate change/crisis, the conditions of the natural environment and the process of occupation, forms a vulnerable territory exposed to water risk conditions due to flooding, which requires the implementation of NON-structural measures associated with structural ones, which incorporate different intervention strategies aimed at mitigation and adaptationprevention linked to urban-territorial and environmental planning, urban design and architecture. The results achieved are: - Theoretical-conceptual and methodological framework for addressing the problem. - Urban flood risk map at the different scales of approach; - Propositional guidelines for the scales mentioned; - Desired model for the Middle-Upper sector of the Arroyo del Gato basin. Due to its nature, the approach to the problem has been interdisciplinary and is based on case studies. From this perspective, and according to the objectives and hypotheses set out, the methodological strategy is qualitative-quantitative and exploratory-propositive with a multi-scale approach: Greater La Plata (RGLP) - Arroyo del Gato River Basin - Middle-Upper Sector of the Arroyo del Gato River Basin; together with a multivariable data analysis and processing.
