The analysis of ministerial cabinets constitutes a tool to understand the political project of a government in terms of its objectives, orientation, conditions of possibility and content of public policies. In this article we analyze the profile of the state elites during the first year of Javier Milei's government (2023-) in comparison with the Carlos Menem cabinet during the 1990s. The comparison of both processes is based on the fact that Milei has taken the Menemist experience as a reference, imitating some concepts of public policy and designating in sensitive places personalities who performed functions during Menemism. The article uses a prosopographic analysis methodology based on a database on trajectories built for this research. The hypothesis maintains that the Milei government presents similarities with the economic project and the political profile of Menemism but has differences regarding the refoundational nature of its proposal and the personification of that state elite, where a recruitment criterion based, above all, on personal trust, is perceived.
