Few topics have inspired such decisive contributions as parliamentarism during the Weimar Republic. This article addresses the question of parliament and its possibilities for unifying the will of the people from the perspective of Hermann Heller, an author whose contributions to the subject have not been fully explored. In our opinion, the approach to the work of this author, in addition to filling an empty space and recovering the debate on the German theory of the State, allows us to find an original conception of this system. In it, more than a regime centered on a collegial body of the state, parliamentarism is a system of unification of the popular will, in which political parties and intermediate associations typical of mass democracy participate, constituting a discussion community.
