Latin America accelerated urbanization was accompanied by social inequality persistence, and increasing difficulties to ensure inclusion to the inhabitants of big cities. The first part of this article presents indicators that show the kind of growth Latin American metropolis went through since the urbanization process began last century. We then discuss urban “deficits” in light of the “right to the city” approach. We raise the question about the urban processes that challenge the right to live in a city that should ensure inclusion to all its inhabitants. We discuss the dynamics of informality, marginality and residential segregation that accompanied the urbanization of the Region and its effects on social exclusion. Finally we discuss the cultural foundations that could legitimize and build the basis of the right to the city in Latin American metropolis.
