The concept of "post-hegemonic regionalism" refers to the global decline of U.S. power and its impact in South America. Reframed through a neogramscian understanding of hegemony, it enables to also include in the discussion the counter-hegemonic struggle of the different "regional projects" that are trying to establish their agenda. In order to assess the extent to which this concept helps to explain the recent regional process and the reconfiguration of power relations it produced, we address here two fundamental issues: the persistence of U.S. hegemony in the area and Brazil and Venezuela's rivalry.
