The objective of this article is to examine the initiatives and debates presented by both provinces aimed at reversing the adverse effects of various economic conditions. Given the institutional and political instability that characterized this period, special emphasis is placed on the proposals and discussions emerging within local sectoral entities that had extra regional connections. These initiatives included projects to promote agribusiness, establish regional markets, and develop regional responses to specific challenges. This reconstruction is based on information gathered from local yearbooks, national censuses, and specialized publications on agrarian and economic matters produced by sectoral organizations. Consequently, a range of proposals, which are not always homogeneous, is observed, influenced by the distinct characteristics of each economic situation, the institutional trajectory of each province, and the interests and connections of the business entities identified in each case.
