The article analyzes the design of CONICET’s calls for applications to the Scientific and Technological Researcher Career (CICyT) between 1983 and 2023, combining a documentary analysis of the terms of reference, evaluation criteria, and data on the stock of researchers and new entrants to the career. The conceptual framework draws on the notion of political cultures to analyze the tensions between an academic culture, centered on merit and peer review, and a bureaucratic culture, oriented toward planning and the segmentation of access. The results show the persistence of the meritocratic core and the prevalence of General Themes, along with the gradual incorporation of layers of orientation and segmentation through Strategic Themes, R+D+I and Special Calls since the 2010s.
