The article aims to analyze the institutional regulations governing virtual pedagogical proposals at the National University of the Northeast, particularly in the Faculty of Humanities, during the COVID-19 pandemic. Adopting a qualitative approach and employing documentary analysis, the study reviewed resolutions from the University Council, the Faculty Council, and the Pedagogical Regulation. The results reveal that virtualization, initially conceived as an emergency response, generated normative and pedagogical tensions but also fostered innovation processes that ultimately led to the consolidation of institutional programs oriented toward bimodality.
