The purpose of this article is to investigate the nature and the sense of some of the changes introduced by Saez Peña reform, especially in relation with the secrecy and the obligatory nature of the voting process. Likewise, it investigates the background of these changes in the XIX century, regarding the legal principles as well as its practices and diagnosis of its practices. The hypothesis is that the law can be understood in the framework of the polling administration bureaucratic process, which objective is to favor the individual voter over the machine politics. And also it states that those changes introduced by the law are not so abrupt in relation with prior tendencies neither do they produce deep changes such as the reformists had envisioned.
