The objective of this work is to analyze an experience of power generation from biomass by a sugar mill in the province of Tucumán (Argentina), from a socio-technical perspective. For this, we analytically reconstruct the co-construction processes experienced between public policies, technologies, knowledge, specialized human resources and productive practices. Likewise, we propose to reflect on the scope and limitations of this type of experience to promote new energy transition processes. The development of this type of experience in the sugar sector of Tucumán, allows generate some reflections in terms of energy transition and its potential for generating sustainable development dynamics. The results obtained from this case study question the linear analysis models based on scaling processes from niches to regime change that predominate in energy transition studies. This work allows us to review these statements, since it shows how the transformation of regimes is not always caused by pressure exerted from niches. The case analyzed allows us to observe an inverse process by which certain elements of the regime were those that favored the formation of the innovation niche.
