The earthquake that hit San Juan on January 15, 1944, almost destroyed the city completely. This led different discussions about the material characteristics that the new earthquake-proof urban center should have, involving various actors from technical and political areas. In this context, we will focus on another actor of the period: the neighborhood associations. Thus, the main objective of this article is to analyze different claims and proposals from the Unión Vecinal de Concepción, in relation to urban issues and reconstruction. The analysis of documents from various archives reveals a strong commitment to defending their rights over the territory at this juncture when significant decisions were made in the urban sphere. The style, interlocutors, and discursive resources indicate an attempt to make their presence visible and assert their permanence in the territory in an emphatic way not observable in other cases of San Juan's reconstruction.
