Un marino en el escenario político: Juan Pablo Sáenz Valiente y la intervención federal de Corrientes de 1916

Abstract

Este trabajo explora parte de la inserción política de la Armada Argentina de principios del siglo XX, abordando la participación del vicealmirante y ministro de Marina Juan Pablo Sáenz Valiente, como interventor federal de la provincia de Corrientes en 1916. El texto analiza las circunstancias que derivaron en la intervención y cómo aquel episodio dialogó con las diversas pugnas políticas existentes en la provincia. Asimismo, explora cómo un sector de la oficialidad de mayor jerarquía e influencia dentro de la Armada se posicionó frente a la intervención y cómo desde ese lugar pensó el involucramiento de la Fuerza en los vaivenes de la política. Para algunos oficiales, la participación de Sáenz Valiente podría afectar la imagen de la Marina y la carrera y reputación de sus miembros, mientras que, para otros, significaba una oportunidad de mostrarle a la sociedad la preparación que poseían los cuadros navales y su idoneidad para ocupar cargos políticos de gran responsabilidad. Además, ayudaría a la Armada a satisfacer varias de sus demandas, como recibir una mayor partida presupuestaria, adquirir nuevas unidades y modernizar las existentes, o bien mejorar la instrucción de su personal, entre otras cuestiones.This work explores a part of the political involvement of the Argentine Navy in the early 20th century, focusing on the participation of Vice Admiral and Minister of the Navy Juan Pablo Sáenz Valiente as the federal intervener in the province of Corrientes in 1916. The text analyzes the circumstances that led to the intervention and how that episode interacted with the various political struggles that existed in the province. Furthermore, it analyzes how an influential faction of the senior naval officers positioned itself towards the intervention and how, from that position, it envisioned the involvement of the Navy in politics. For some officers, the involvement of Sáenz Valiente could damage the reputation of the Navy and the careers of its members, while for others, it was a chance to demonstrate the readiness and ability of the naval officers to hold high-level political positions. Moreover, it could help the Navy meet several of its demands, such as receiving a larger budget allocation, acquiring new vessels and modernizing existing ones, improving personnel training, among other issues.
