This article examines the development of institutional capacity in the expansion of public drinking water and sewerage services during the incorporation of municipalities into the service area of Aguas y Saneamientos Argentinos S.A. (AySA) between 2015 and 2023. It uses documentary analysis, statistical data, and interviews to examine how material, technical, organizational, and political resources were mobilized in this process. The results show that the availability of infrastructure, funding, and formal mechanisms does not, by itself, ensure the development of institutional capacity. Their development depends on technical expertise, planning, and coordination among stakeholders and levels of government, which leads to varied outcomes depending on the institutional context and the specific region. The article provides evidence on the conditions under which resources are transformed into capacities for the implementation of services in metropolitan expansion processes.
