The aim of this paper is to analyze the relationship between the following areas of water service en the City of Buenos Aires, since 1993 until present: - The evolution and implementation of water services rate´s system; - The legal obligations of water companies; - The incentive system for a sustainable rate´s system; - The study of case law and of one country of South America. Also, we would like to demonstrate if water rates in Buenos Aires since 1993 until 2006, obeyed valid regulations and if they were sustainable. Methodologically, we implemented the documentary observation method, and from a quantitative point of view we analyzed charts and statistical data from national and international organizations. One of the main conclusions is that low rates which do not have subsidies represent a bad service, sad consumers and lower incomes.
